About the role

As our new Facilities Contracts Manager, you will make a difference daily by managing Contractors performing reactive, routine and regulatory maintenance through efficient and effective building maintenance programs at Council owned and/or operated facilities. You will manage all service contracts, service agreements and license agreements required to facilitate the day-to-day maintenance of Council’s vast building portfolio, in accordance with Council strategies and policies, on time and within budget. Contracts include, but are not limited to the following:

  • Trade Services/Facilities Maintenance Services Contracts/Panels
  • Minor Building Works Panel
  • HVAC Contract
  • Pool Plant Maintenance Contract
  • Security service contract
  • Graffiti Removal Contract
  • Cleaning Contracts, etc.

You will also play a key role in managing the regulatory compliance of Council’s building portfolio through management of Contractors delivering programs to ensure compliance with the following regulations and authorities:

  • National Construction Code (including Asbestos Management and Essential Safety Measures, etc.)
  • Utility service authorities - regulatory requirements
  • Food Act Compliance
  • Disability Discrimination Act.

This is a full-time permanent role based at our Civic Centre. We support flexible working arrangements while ensuring operational needs of the role are met.

This is a Band 7 classified role. Remuneration will be $107,507.54 to $120,572.47 (depending on experience) plus superannuation in accordance with the Superannuation Guarantee. 

This role will be considered for the inclusion of Council's after-hours building maintenance service through a formal rotating roster which will attract an on-call allowance if required. The duties are currently shared by four (4) other officers, rotating for two (2) week periods each rotation. 

What you will bring to this role  

The key selection criteria for this role are: 

  • Excellent written communication skills in preparation of reports, correspondence, tender documentation and project briefs.
  • Substantial experience with managing and administering contracts, including preparation of specifications and tender documents for maintenance and construction contracts.
  • A thorough working knowledge of all physical building services and current maintenance practices.
  • Oversee minor Capital works projects and programs for building related assets including development, implementation, budget monitoring and reporting.
  • Oversee building and construction related compliance including Occupational Health and Safety (general), Asbestos management, Fall prevention systems management, Essential Safety Measures, DDA and NCC compliance
  • Sound minor works project management experience.
  • Substantial experience in a relevant building, construction and/or programmed maintenance position.
  • The ability to analyse problems and make informed decisions on a day-to-day basis using reference to Australian standards, Code of practice, guidelines, technical knowledge and experience
